कार्यक्रम में मुख्यमंत्री पुष्कर सिंह धामी ने घोषणा की कि पिथौरागढ़ बॉस-गंगोलीहाट मोटर मार्ग के अवशेष कार्य के साथ रामगंगा नदी में मोटर पुल का निर्माण किया जाएगा। पिथौरागढ़ महाविद्यालय में विधि विभाग को प्रारम्भ किये जाने की स्वीकृति प्रदान की जायेगी। जनपद पिथौरागढ़ के अन्तर्गत देव सिंह मैदान के सौन्दर्यीकरण का कार्य प्रारम्भ करने के लिये वित्तीय स्वीकृति प्रदान की जाती है और इसके प्रथम चरण के लिये 02 करोड़ की धनराशि स्वीकृत की जाती है। पिथौरागढ़ शरदोत्सव के सफल आयोजन हेतु पिछले वर्ष की भांति इस वर्ष भी समान सहयोग राशि प्रदान की जायेगी साथ ही पिथौरागढ़ के प्राचीन मंदिरों को मानसखण्ड कोरिडोर में सम्मिलित किया जायेगा।
कार्यक्रम में मुख्यमंत्री पुष्कर सिंह धामी ने कहा कि यह बहुत ही हर्ष का विषय है कि शरदोत्सव के माध्यम से स्थानीय प्रतिभाशाली बच्चों और युवाओं को अपनी कला का प्रदर्शन करने का मौका मिल रहा है। उन्होंने कहा कि उन्हें पूर्ण विश्वास है कि आम लोगों को सरकार की विभिन्न विकास योजनाओं की अधिक से अधिक जानकारी देने का प्रयास भी शरदोत्सव के माध्यम से किया जाएगा।
उन्होंने कहा कि 21 अक्टूबर को माणा में आयोजित कार्यक्रम में प्रधानमंत्री श्री नरेन्द्र मोदी ने उनके इस कथन को कि हमारे सीमांत गांव देश के अंतिम नहीं बल्कि पहले गांव है अपनी सहमति प्रदान कर हमारे सीमान्त गांवों को पहचान दिलाने का कार्य किया है। मुख्यमंत्री ने कहा कि सीमान्त क्षेत्रों के समग्र विकास के लिये हमारी सरकार प्रतिबद्धता से कार्य कर रही है। वर्तमान में सीमाओं के अन्तिम गांवों को प्रथम गांवों की श्रेणी में मानकर विकास योजनाओं का निर्माण और क्रियान्वयन किया जा रहा है। हमारे सीमान्त गांव सामरिक दृष्टिकोण से भी विशेष महत्व रखते हैं।
उन्होंने कहा कि सीमान्त क्षेत्रों के स्थानीय लोग केवल नागरिक नहीं है बल्कि हमारे सीमा प्रहरी भी है। उन्होंने कहा कि देश की रक्षा में उनका योगदान काफी महत्वपूर्ण है। सीमाओं पर बसे गांवों पर पलायन देश की सुरक्षा के लिए भी गंभीर खतरा है। इसे लेकर हमारी सरकार सजग है। हमारी सरकार सीमान्त गांवों में रिवर्स पलायन हेतु गंभीर प्रयास कर रही हैं। रोजगार, स्वरोजगार एवं होम स्टे जैसी कई विकास योजनाओं को लेकर हम पलायन रोकने में प्रसासरत है। जिसके परिणामस्वरूप आज कई युवा अपने गांव में वापिस आकर उसे बसाने का कार्य कर रहे हैं।
मुख्यमंत्री ने कहा कि हमारे अन्य सीमान्त जिलों की तरह पिथौरागढ़ का विकास हमारी सरकार की सर्वोच्च प्राथमिकता है। इसके साथ ही दूरस्थ एवं सीमान्त क्षेत्रों में जैविक कृषि तथा स्वरोजगार को प्रोत्साहित करने के भी प्रयास किए जा रहे हैं, जिसके अंतर्गत धौलादेवी, मुनस्यारी, बेतालघाट, बेरीनाग के चाय बागानों को जैविक चाय बागान में परिवर्तित करने का कार्य किया जा रहा है।
उन्होंने कहा कि हमारी सरकार राज्य स्थापना के रजत जयंती वर्ष 2025 तक उत्तराखण्ड को प्रत्येक क्षेत्र में अग्रणी राज्य बनाने हेतु प्रतिबद्ध है। हम उत्तराखण्ड के विकास में नये संकल्पों के साथ प्रतिबद्धता के साथ कार्य कर रहे हैं। राज्य हित में सभी विभागों द्वारा रोडमैप तैयार किया गया है। नई कार्य संस्कृति के साथ हम आगे बढ़ रहे हैं। उन्होंने अधिकारियों एवं कर्मचारियों से अपेक्षा की कि राज्य हित में 10 से 5 तक कार्य करने की मानसिकता का परित्याग करना होगा, तभी हम राज्य के विकास में सहयोगी बन पायेंगे।
मुख्यमंत्री ने कहा कि प्रदेश में 7 हजार पदों पर नियुक्ति प्रक्रिया अधीनस्थ सेवा चयन आयोग से लोक सेवा आयोग को स्थानांतरित की गई है। आयोग द्वारा भी इन पदों पर भर्ती प्रक्रिया आरम्भ कर दी गई है। हमारे युवाओं को रोजगार तथा स्वरोजगार के बेहतर अवसर उपलब्ध हों इस दिशा में हमारे प्रयास निरंतर जारी है।
