विक्टोरिया। प्रधानमंत्री नरेंद्र मोदी साल 2015 में सेशेल्स की यात्रा पर गए थे और यहां पर उन्होंने सेशेल्स के साथ एक डील साइन की थी। डील के मुताबिक भारत सेशेल्स में अपना मिलिट्र बेस तैयार करने वाला था। लेकिन अब यह डील और इसके साथ ही मिलिट्री बेस भी खतरे में पड़ता नजर आ रहा है। मंगलवार को सेशेल्स के विपक्षी गठबंधन ने बताया है कि सेशेल्स भारत को अपने द्वीप पर मिलिट्री बेस बनाने की मंजूरी नहीं देगा। सेशेल्स का विपक्षी गठबंधन संसद में बहुमत रखता है। इस डील के तहत भारत यहां पर 550 मिलियन डॉलर का निवेश करने वाला था।भारत इस मिलिट्री बेस के जरिए दक्षिणी हिंद महासागर में भारतीय नौसेना के जहाजों की सुरक्षा सुनिश्चित करना चाहता था।
इस डील के बाद सेशेल्स की राजधानी विक्टोरिया के दक्षिण पश्चिम में स्थित 1,135 किलोमीटर की दूरी तक भारतीय सैनिक तैनात होते। ये सैनिक यहां पर सेशेल्स के सैनिकों को भी ट्रेनिंग देते। इस डील का सेशेल्स में विरोध हुआ था। यहां के स्थानीय नागरिकों से लेकर विपक्षी पार्टियां तक डील के विरोध में आ गए हैं। लिन्योन डेमोक्रेटिक सेसेल्वा के मुखिया वेवेल रामखिलावन ने कहा है कि गठबंधन इस डील को मंजूरी नहीं देगा और यह डील अब खत्म हो चुकी है। साल 2016 में हुए संसदीय चुनावों के बाद यह पार्टी संसद में सबसे बड़ी पार्टी है। सोमवार को सेशेल्स के राष्ट्रपति डैनी फाउरे ने कहा कि वह 26 मार्च को रामखिलावन से मुलाकात करेंगे और इस डील पर चर्चा करेंगे। साल 2015 में साइन हुई इस डील को इस वर्ष जनवरी में फाइनलाइज्ड किया गया था। सरकार का कहना है कि भारत के मिलिट्री बेस से कोस्ट गार्ड को 1.3 मिलियन स्क्वॉयर किलोमीटर वाले इकोनॉमिक जोन में गश्त बढ़ाई जा सकेगी। इस जोन में गैर-कानूनी तरीके से मछली पकड़ना, ड्रग ट्रैफिकिंग और पाइरेसी जैसे अपराधों को अंजाम दिया जा रहा है।
फिलहाल यह द्वीप पूरी तरह से खाली पड़ा है। यहां पर एक एयर स्ट्रिप है और लोगों की संख्या न के बराबर है। यहां के स्थानीय लोग भारत की पहल का विरोध कर रहे हैं। उनका मानना है कि सैन्य अड्डा बनने से सेशल्स के पर्यावरण को नुकसान पहुंचेगा और इससे भारतीय कामगार बड़ी संख्या में वहां पहुंच जाएंगे। भारत हिंद महासागर में 115 द्वीपों के देश सेशेल्स में अपना मिलिट्री बेस बनाने को कीशिशों में जुटा है। भारत की इस कोशिश पर विवाद शुरू हो गया है। भारत के लिए यह सैन्य अड्डा सामरिक रूप से काफी महत्वपूर्ण होगा। भारत द्वारा वित्त पोषित यह सैन्य बेस दोनों देशों द्वारा साझा किया जाएगा। मीडिया रिपोर्टों के मुताबिक भारत ने सेशेल्स के साथ 20 साल का कॉन्ट्रेक्ट किया है। इसके तहत सेशेल्स में भारतीय सेनाओं के लिए एक एयर स्ट्रिप और पानी के जहाजों को खड़ा करने के लिए जेटी का निर्माण किया जा रहा है। हिंद महासागर में ही जिबूती में चीन ने भी अपना मिलिट्री बेस स्थापित कर लिया है। चीन के इस कदम पर भारत सतर्क हो गया है। चीन की हरकतों के मद्देनजर भारत भी सेशेल्स में अपना सैन्य बेस तैयार कर रहा है।
