मुख्यमंत्री पुष्कर सिंह धामी ने बुधवार को सांय सचिवालय में शासन के उच्चाधिकारियों के साथ आयुक्तों एवं जिलाधिकारियों से वीडियो कान्फ्रेंसिंग के माध्यम से जनपदों में आपदा की स्थिति तथा राहत एवं बचाव कार्यों की जनपदवार समीक्षा की। मुख्यमंत्री ने सभी जिलाधिकारियों से नदियों के जलस्तर, लैंडस्लाइड, बन्द सड़कों, जानमाल की क्षति मुआवजा वितरण आदि की गहनता से समीक्षा करते हुए निर्देश दिए कि राजमार्गों के साथ ग्रामीण सड़कों को खोलने की सुचारू व्यवस्था के साथ आवश्यक उपकरणों की प्रभावित स्थलों पर व्यवस्था की जाए। मुख्यमंत्री ने जिलाधिकारियों से जनपदों के सुदूरवर्ती क्षेत्रों में स्थित चिकित्सालयों में डॉक्टरो, पैरामेडिकल स्टॉफ की रोटेशन के आधार पर व्यवस्था के साथ पर्याप्त मात्रा में दवाईयों की व्यवस्था तथा खाद्यान आपूर्ति बनाये रखने पर ध्यान देने को कहा।
मुख्यमंत्री ने कहा कि वर्षा काल के दौरान हमें हर साल आपदा का सामना करना पडता है। उन्होंने सभी विभागीय प्रमुखों से ऐसे कठिन समय में लोगों की सहायता के लिये उनके साथ खड़े होने की अपेक्षा करते हुये जिलाधिकारियों एवं वरिष्ठ पुलिस अधीक्षकों को राहत एवं बचाव कार्यों में लीड लेकर फील्ड में उतरने को कहा।
मुख्यमंत्री ने कहा कि आपदा राहत एवं बचाव कार्यों में सभी विभाग टीम भावना एवं सकारात्मक ऊर्जा के साथ कार्य करें तथा इसे अपनी जिम्मेदारी समझे। यह समय पीड़ितों के साथ खडे होने का है। उन्होंने कहा कि आपसी समन्वय एवं सहयोग से ही हम आपदा की चुनौतियों का सामना बेहतर ढंग से कर पायेंगे। मुख्यमंत्री ने हरिद्वार सहित अन्य मैदानी जनपदों के ड्रेनेज एवं फ्लड मैनेजमेंट की प्रभावी दीर्घकालीन योजना बनाये जाने पर भी बल दिया।
मुख्यमंत्री ने कहा कि यद्यपि प्रदेश में अभी स्थिति नियन्त्रण में है किन्तु चुनौती बनी हुई है। इसके लिये हर समय एलर्ट व एक्टिव मोड में रहने की जरूरत है। उन्होंने चारधाम एवं कांवड़ यात्रा की व्यवस्थाओं को भी व्यवस्थित ढंग से संचालित करने के निर्देश देते हुए कहा कि सभी लोग यात्रा से सुरक्षित लौटें उन्हें किसी भी प्रकार की कठिनाई न हो। सड़क बंद होने की स्थिति में यात्रियों के आवास आदि की सन्तोषजनक व्यवस्था हो यह सुनिश्चित किया जाना चाहिए।
उन्होंने कहा कि आगामी तीन दिन कांवड़यात्रा के दृष्टि से भी चुनौतीपूर्ण रहेंगे। इसके लिये भी यातायात, पार्किंग, आवास एवं स्वास्थ्य सुविधाओं पर विशेष ध्यान दिया जाए। मुख्यमंत्री ने कहा कि प्रदेश में प्रतिवर्ष भौगोलिक दृष्टि से आपदा के स्वरूप में भी बदलाव हो रहा है। इस दृष्टि से भी कार्य योजना तैयार करने पर ध्यान दिया जाए। मुख्यमंत्री ने कहा कि आपदा राहत कार्यों के लिये धनराशि की कमी नहीं होने दी जायेगी। सभी जिलाधिकारियों को उनकी अपेक्षा के अनुरूप धनराशि उपलब्ध करायी गयी है। आगे भी जरूरत के दृष्टिगत धनराशि की व्यवस्था की जायेगी। मुख्यमंत्री ने जिलाधिकारियों से स्कूल भवनों की आवश्यक मरम्मत के भी निर्देश दिए हैं इसके लिए सभी जिलाधिकारियों को पृथक से धनराशि उपलब्ध कराई गई है। मुख्यमंत्री ने जलभराव वाले क्षेत्रों में जल निकासी की भी कारगर योजना बनाने के निर्देश जिलाधिकारियों को दिए।
सचिव आपदा प्रबंधन डा0 रंजीत सिन्हा द्वारा प्रदेश में आपदा से उत्पन्न स्थित तथा राहत व बचाव कार्यों की जानकारी दी गई।
बैठक में मुख्य सचिव डॉ एस.एस.संधु, अपर मुख्य सचिव श्रीमती राधा रतूड़ी, सचिव श्री अरविन्द सिंह ह्यांकी, सचिव मुख्यमंत्री श्री विनय शंकर पाण्डेय, अपर पुलिस महानिदेशक वी मुरूगेशन, आई जी एस.डी.आर.एफ सुश्री रिद्धिम अग्रवाल सहित विभिन्न विभागों के उच्चाधिकारी एवं वीडियो कॉन्फ्रेंसिंग के माध्यम से आयुक्त कुमाऊं एवं सभी जनपदों के जिलाधिकारी मौजूद थे।
