2022 तक हर हाल में प्रदेश में हर बेघर को घर मुहैया कराना है: मुख्य सचिव

देहरादून। मुख्य सचिव उत्पल कुमार सिंह ने प्रधानमंत्री आवास योजना-2022 तक सबके लिए आवास योजना की समीक्षा की। बुधवार को सचिवालय में राज्य स्तरीय स्वीकृति और मॉनिटरिंग कमेटी की अध्यक्षता करते हुए मुख्य सचिव ने लाभार्थी तक जल्द लाभ पहुंचाने के निर्देश दिए। उन्होंने कहा कि 2022 तक हर हाल में प्रदेश में हर बेघर को घर मुहैया कराना है। मुख्य सचिव ने प्रधानमंत्री आवास योजना के अब तक कि प्रगति पर असंतोष व्यक्त किया। कहा कि 104971 आवास की मांग राज्य में है। अभी तक 16125 आवासों के निर्माण किए जा रहे हैं। उन्होंने निर्देश दिए कि आवास विभाग एमआईएस को और अधिक मजबूत करे। मॉनिटरिंग की व्यवस्था हर स्तर पर की जाय। नगर निकायों के अधिकारियों और स्टाफ की ओरिएंटेशन ट्रेनिंग कराई जाय।
बैठक में सचिव आवास श्री आर.के.सुधांशू ने बताया कि लाभार्थी आधारित निर्माण योजना के अंतर्गत 14898 आवास बनाये जाने हैं। जिनके पास 30 वर्ग मीटर की जमीन है उसे 2 लाख रुपये की सब्सिडी मकान बनाने के लिए दी जाएगी। अब तक 11860 लोगों को लाभ पहुंचाया गया है। भागीदारी में किफायती आवास (अफोर्डेबल हाउसिंग इन पार्टनरशिप) के तहत 38472 आवास बनाये जाने हैं। इसके तहत जिनके पास जमीन नही है और किराये के मकान में रह रहा हो, उसे 30 वर्ग मीटर के आवास हेतु 2.50 लाख रुपये सब्सिडी दी जाएगी। इसमें 2864 लोगों को लाभ दिया गया है। ऋण से जुड़े अनुदान द्वारा किफायती आवास (क्रेडिट लिंक सब्सिडी स्कीम) के अंतर्गत 14248 आवास बनाये जाने हैं। इसमें आवास विहीन परिवारों को कम ब्याज दर पर बैंक से 30 वर्ग मीटर से 150 वर्ग मीटर तक आवास हेतु 6 लाख रुपये से 12 लाख रुपये तक ऋण हेतु ब्याज में सब्सिडी दी जाएगी। इस स्कीम में 1401 लोगों को लाभ दिया गया है।
समिति ने बीएलसी घटक के अंतर्गत 14 नगर निकायों से प्राप्त 885 आवासों के निर्माण का अनुमोदन दिया। ये आवास कपकोट, डोईवाला, मंगलोर, कोटद्वार, बड़कोट, नौगांव, चिन्यालीसौड़, पोखरी, हल्द्वानी, नानकमत्ता, बाजपुर, बेरीनाग, चंपावत और किच्छा में बनाये जाएंगे। समिति ने एमडीडीए को धौलास और उत्तर आवासीय योजना में 1108 साझेदारी में किफायती आवास बनाने का अनुमोदन दिया। बैठक में अपर सचिव श्री भूपाल सिंह मनराल, सुनिलपांथरी, वीसी एमडीडीए आशीष श्रीवास्तव, वीसी एचडीए नितिन भदौरिया, सचिव बंशीधर तिवारी सहित अन्य अधिकारी उपस्थित थे।
