देहरादून। शुक्रवार को उत्तराखण्ड में इंटरनेट तकनीक के क्षेत्र में बड़ी शुरूआत की गई। आईटी पार्क, देहरादून में आयेाजित कार्यक्रम में मुख्यमंत्री त्रिवेन्द्र सिंह रावत ने एरोस्टेट तकनीक बैलून को सफलतापूर्वक लांच किया। आईटीडीए द्वारा आईआईटी, मुम्बई के सहयोग से देश में प्रथम बार एरोस्टेट का अनोखा प्रयोग कर इसे तकनीकी तौर पर सम्भव किया।
मुख्यमंत्री ने कहा कि एरोस्टेट बैलून के लिए उन क्षेत्रों को प्राथमिकता दी जाएगी जो कि वर्तमान में सूचना व इंटरनेट तकनीक से अछूते हैं। ऐसे स्थानों को बैलून तकनीक के माध्यम से इंटरनेट की उपलब्धता कराई जाएगी। राज्य की भौगोलिक विषमताओं को देखते हुए यह तकनीक काफी मददगार रहेगी। उत्तराखण्ड आपदा की दृष्टि से संवदेनशील राज्य है। किसी आकस्मिक आपदा की स्थिति में लोगों से सम्पर्क साधने में यह उपयोगी रहेगी।
मुख्यमंत्री ने कहा कि नेक्स्ट जनरेशन की मंशा के अनुरूप सूचना व संचार तकनीक उपलब्ध करवाने के लिए राज्य सरकार तत्पर है। घेस जैसे दूरस्थ व सीमावर्ती गांव को डिजीटल विलेज बना दिया गया है। घेस को टेली-मेडिसीन द्वारा अपोलो अस्पताल से जोड़ा गया है। उत्तराखण्ड में गांव दूर-दूर स्थित हैं। बिखरी हुई आबादियों तक इंटरनेट तकनीक उपलब्ध करवाना प्राईवेट कम्पनियों के लाभप्रद नहीं रहता है। ऐसी स्थिति में बैलून तकनीक से कम लागत में ग्रामीण क्षेत्रों तक बैलून तकनीक से इंटरनेट की सुविधा पहुंचाई जा सकती है। बताया गया कि सूचना प्रौद्योगिकी विकास एजेंसी (आईटीडीए) द्वारा आईआईटी मुम्बई के सहयोग से देश में पहली बार एरोस्टेट का सफल प्रयोग किया गया है। इसमें कनेक्टीवीटी प्लेटफार्म, स्टेट वाईड एरिया नेटवर्क (स्वान) द्वारा उपलब्ध करवाया जाएगा। एरोस्टेट बैलून एक आकाशीय प्लेटफार्म है जिसमें वातावरण में उपलब्ध गैस से भी हल्की गैस भरकर आकाश में ऊंचे उठाया जाता है। बैलून को एक रस्सी की सहायता से धरातल से जोड़ा जाता है, जिससे वह विभिन्न संयन्त्रों के साथ काफी समय के लिए बिना ईंधन के वायुमण्डल में लहराता है। बैलून के न्यूनतम कंपन की गुणवत्ता के चलते इससे संचार, आकाशीय निगरानी, जलवायु निगरानी, व इसी प्रकार के अन्य कार्य किए जा सकते हैं। बैलून को उपयुक्त वाहन में स्थापित कर आवश्यकतानुसार एक स्थान से दूसरे स्थान पर ले जाकर कम समय में क्रियाशील किया जा सकता है। आपातकालीन परिस्थितियों में इसमें लगे उपकरणों को सौर ऊर्जा के माध्यम से तकनीकी का उपयोग किया जा सकता है। एक बैलून के माध्यम से प्रभावित अधिकतम क्षेत्र आच्छादित किया जा सकता है, जिसके अन्तर्गत 05 एमबीपीएस तक डाटा गति प्राप्त हो सकती है। इसके माध्यम से आपातकालीन परिस्थितियों में संचार व्यवस्था बनाने, आपदाग्रस्त क्षेत्रों में राहता कार्यो के समय संचार व्यवस्था, आकाशीय निगरानी के माध्यम से दुर्घटनाग्रस्त व्यक्तियों की खोज में भी सुविधा होगी।
