  इस अवसर पर मुख्यमंत्री  पुष्कर सिंह धामी ने कहा कि इस चिंतन शिविर के आयोजन को लेकर हम बहुत दिनों से सोच रहे थे।उन्होंने कहा कि इन तीन दिनों तक हमें चिंतन के साथ चिंता भी करनी है कि प्रदेश का विकास कैसे हो?मुख्यमंत्री ने कहा कि भगवान ने आप सभी को बहुत विशिष्ट बनाया है। आईएएस हमारे देश की सबसे बड़ी प्रशासनिक सेवा है और आप देश-प्रदेश की नीतियों को तय करते हैं।

मुख्यमंत्री ने कहा कि हमें चीजों को नोट करने की आदत डालनी चाहिए। एक दिन में हमारे अंदर हजारों विचार आते हैं। ऐसे में हर चीज याद नहीं रखी जा सकती। उन्होंने कहा कि आप के लिए कोई काम मुश्किल नहीं है।
उन्होंने कहा कि मैंने महसूस किया है कि विभाग अपनी जिम्मेदारी एक दूसरे पर डालने की कोशिश करते हैं, इस प्रवृत्ति को हमें त्यागना होगा। मुख्यमंत्री ने कहा कि हमने सरलीकरण का मंत्र दिया है। हमें यहां सोचना होगा कि कितने विभागों ने कार्य का सरलीकरण किया। प्रक्रियाओं सरलीकरण कर के समाधान का रास्ता निकलना है ।उन्होंने कहा कि आज पूरी सरकार यहां है। इन तीन दिनों में यहां मन से चिंतन करना होगा।

उन्होंने कहा कि उत्तराखंड के सभी अधिकारी अच्छा काम करते हैं और फीडबैक भी आते रहते हैं। उन्होंने कहा कि मैं ज्यादा से ज्यादा जनता के बीच रहने की कोशिश करता हूं। अभी कुछ दिनों से आदत बनाई है कि जिलों में भ्रमण के दौरान सुबह 6 से 8 बजे तक लोगों से बात करता हूँ और फीडबैक लेता रहता हूं और इस दौरान सबके बारे में पता चलता रहता है।

     मुख्यमंत्री ने कहा कि देखने में आता है कि कई अधिकारी फ़ाइल को ठीक से आगे नहीं बढ़ाते। ये आदर्श स्थिति नहीं है। कई दफा हम अपने स्तर से फैसले नहीं लेते। फ़ाइल नीचे से चलते हुए कई बार मेरे पास तक आ जाती है जिस पर सभी की एक ही टिप्पणी होती है कि उच्च अनुमोदन हेतु प्रेषित। जबकि जरूरत यह है कि हम अपना निर्णय भी उस पर लिखें। उन्होंने कहा कि हमारी जो काम करने की प्रणाली है। इसमें बदलाव की जरूरत है। हमें बेस्ट प्रैक्टिस करने की आदत डालनी होगी और 10 से 5 वाले कल्चर से बाहर आना होगा। मुख्यमंत्री ने कहा कि हमें सरलीकरण, समाधान और संतुष्टिकरण के मंत्र पर कार्य करना होगा। हमारा फ़ोकस समाधान पर होना चाहिए। एसीआर भरे जाने के समय यह ध्यान दिया जाना चाहिए कि जो टास्क दिया गया था वो हुआ या नहीं।हम इस कार्य को इसी वर्ष से प्रारम्भ करेंगे।
उन्होंने कहा कि अभी यह आम धारणा है कि जो योजना हम बनाते हैं वो योजनाएं देहरादून बेस्ड बन रही हैं। हमें पर्वतीय जिलों को विकास के खाके में शामिल करना ही होगा। राज्य की हकच में जिन ज़िलों योगदान कम है, उनके लिए योजनाएँ बनाई जानी चाहिए। वर्तमान में भारत सरकार-नीति आयोग आदि सब हमें सहयोग करने को तैयार हैं। हिमाचल और हमारी जलवायु बहुत मिलती जुलती है। लेकिन हमें यह मंथन करना होगा कि कैसे वे बागवानी के क्षेत्र में हमसे बेहतर कर रहे हैं । हमारी स्थिति हिमाचल से बेहतर है। हम बाग़वानी को कैसे बढ़ायें। इस पर कार्यवाही होनी चाहिए
      उन्होंने कहा कि आने वाले दिनों में देहरादून और आसपास के इलाके पहले से कहीं ज्यादा कंजस्टेड हो जाएंगे। हमें उसके अनुरूप सुविधाओं को विकसित करना होगा।स्मार्ट सिटी को लेकर शिकायतें आती हैं।इसको ठीक करना है। हम यह नहीं कह सकते यह काम हमारे। समय का नहीं है।अच्छा  ख़राब जो भी है अब यह हमारी ज़िम्मेदारी है।इसको ठीक करना है।
उन्होंने कहा कि हमारा चिंतन व्यवहारिक होना चाहिए। प्रदेश के हित में होना चाहिए। वर्ष 2025 तक केवल श्रेष्ठ राज्य की बात कहकर कुछ नहीं होने वाला बल्कि इसे हमको करकर दिखाना है। हमें 2025 तक एक सशक्त उत्तराखंड बनाना है। हमें विकास की योजनाएं अपने भूगोल के अनुसार बनानी होंगी।
     मुख्यमंत्री ने कहा कि हमें कहाँ जाना है?हम कहाँ पर हैं?रुकावटें क्या हैं? अगर हम यह समझ पाए तो समस्या का समाधान आसान हो जाता है। उन्होंने कहा कि घोषणाएँ सुनियोजित होनी चाहिए। यह धारणा बदलनी चाहिए कि सरकार में काम नहीं होते। काम करने का रास्ता निकाला जाना चाहिए। हम नहीं बल्कि हमारा काम बोलना चाहिए। हमें अपने काम को मन-वचन-कर्म से करना चाहिए।
उन्होंने कहा कि सभी का काल खंड उसके द्वारा किए गए कामों के लिए जाना जाएगा।
