देहरादून। उच्च न्यायालय के निर्देशों के क्रम में देहरादून शहर में मसूरी-देहरादून विकास प्राधिकरण, नगर निगम देहरादून एवं जिला प्रशासन देहरादून द्वारा जन सामान्य हेतु बनाये गये फुटपाथों, गलियों सड़कों एवं अन्य स्थलों पर किये गये अनधिकृत निर्माणों एवं अवैध अतिक्रमणों को ध्वस्त किये जाने की कार्यवाही सम्पादित की जा रही है। शनिवार को इस अभियान के अन्तर्गत 253 कार्मिकों द्वारा 94 अवैध अतिक्रमणों को ध्वस्त किया गया है। 655 कार्मिकों द्वारा 142 अतिक्रमणों का चिन्ह्किरण एवं 75 कार्मिकों द्वारा 65 भवनों के सिलिंग का कार्य किया गया है।
अपर मुख्य सचिव ओमप्रकाश की अध्यक्षता में शनिवार को महिला औद्योगिक प्रशिक्षण संस्थान, सर्वे चैक स्थित आईआरडीटी सभागार में अवैध अतिक्रमणों के ध्वस्तीकरण, अतिक्रमणों के चिन्ह्किरण व ध्वस्तीकरण की समीक्षा के साथ ही इस संबंध में आगामी कार्ययोजना की भी समीक्षा की गई।
अपर मुख्य सचिव ओमप्रकाश ने कहा कि उच्च न्यायालय के निर्देशों के क्रम में देहरादून शहर के अनधिकृत निर्माणों एवं अवैध अतिक्रमणों को ध्वस्त किया जा रहा है। उन्होंने कहा कि जिन-जिन स्थानों में ध्वस्तीकरण की कार्यवाही सुनिश्चित की जा रही है, उन स्थानों में ट्रैफिक को डायवर्ट किया जा रहा है, जिससे की यातायात सुचारू रूप से चल सके एवं ध्वस्तीकरण का कार्य सुगमता से हो सके। उन्होंने आम जनमानस से अपील की है कि वे इस कार्य में अपना सहयोग प्रदान करते हुए संयम बरते तथा धैर्य का परिचय देते हुए अवैध अतिक्रमणों के ध्वस्तीकरण की कार्यवाही में अपना सहयोग प्रदान करें। जिससे शहर की सडकों के चैड़ीकरण एवं सौन्दर्यीकरण का कार्य तीव्र गति से किया जा सकें। उन्होंने कहा कि ध्वस्तीकरण की कार्यवाही के दौरान आम जनमानस का पूर्ण सहयोग मिल रहा है। उन्होंने अपेक्षा की है कि इसी प्रकार आगे भी आम जनमानस का सहयोगा शासन प्रशासन को मिलता रहेगा। उन्होंने कहा कि देहरादून नगर निगम की सीमा में तब तक अवैध अतिक्रमणों को ध्वस्त किये जाने की कार्यवाही समाप्त नही होगी, जब तक एक भी अवैध अतिक्रमण इस सीमा में आयेगा। उन्होंने चिन्ह्किरण किये गये भवनों के स्वामियों से कहा कि यदि वे अपनी समस्या का समुचित कारण लेकर उनसे मिलने आयेंगे, तो नियमानुसार उनकी समस्या का समाधान किया जायेगा।
अपर मुख्य सचिव ओमप्रकाश ने कहा कि आगामी कांवड मेला को दृष्टिगत रखते हुए अतिक्रमण किये गये भवनों के ध्वस्तीकरण की कार्यवाही में और अधिक तेजी लायी जायेगी। उन्होंने कहा कि चिन्ह्किरण व ध्वस्तीकरण में लगायी गई टीमों की संख्या को बढ़ाया जायेगा, ताकि चिन्ह्किरण व ध्वस्तीकरण की कार्यवाही में तेजी आ सके। चिन्ह्किरण के लिये 04 टीम की संख्या को बढ़ाकर 06 टीम व ध्वस्तीकरण के लिये भी 06 टीम की संख्या को बढ़ाकर 08 टीम किया जायेगा। ओमप्रकाश ने जिलाधिकारी को निर्देश दिये कि रविवार को देहरादून में लगने वाले संडे मार्केट को न लगने दिया जाए, जिससे की संडे मार्केट लगने वाले स्थान के आस-पास यातायात का दबाव कम रहे। उन्होंने कहा कि अतिक्रमण को हटाने के लिये अतिक्रमण हटाओ अभियान टास्क फोर्स का गठन किया गया है। इसमें अपर सचिव न्याय के साथ ही राजस्व-प्रशासन, दिवानी, फौजदारी, लोक निर्माण विभाग व नगर निगम आदि विभाग सम्मिलित है।
अतिक्रमण हटाओ अभियान टास्क फोर्स के अध्यक्ष, उपाध्यक्ष एमडीडीए आशीष श्रीवास्तव ने कहा कि जिन स्थानों में ध्वस्तीकरण का कार्य सम्पन्न किया गया है, उन स्थानों में चिन्ह् के रूप में पीलर लगाए जा रहे है, ताकि भविष्य में सड़कों के चैड़ीकरण होने तक उन स्थानों में फिर से अतिक्रमण न हो सके। अपर मुख्य सचिव ने निर्देश दिये कि ऐसे पीलरों में नम्बर वाईज मार्किंग का कार्य किया जाना भी सुनिश्चित किया जाए। श्रीवास्तव ने कहा कि अवैध अतिक्रमणों को ध्वस्त किये जाने की बड़ी कार्यवाही करते हुए शनिवार को सहारनपुर रोड पर 62 दुकानों व हरिद्वार रोड़ में 03 दुकानों को सील किया गया। उन्होंने कहा कि अवैध अतिक्रमणों को ध्वस्त किये जाने की कार्यवाही की नियमित निगरानी रखी जा रही है।
बैठक में जिलाधिकारी एसए मुरूगेशन, मुख्य नगर आयुक्त विजय जोगदंडे, मुख्य अभियंता लोनिवि राजेन्द्र गोयल, सचिव एमडीडीए पीसी दुमका, अनु सचिव दिनेश कुमार पुनेठा सहित अतिक्रमण हटाओ अभियान से जुडे संबंधित अधिकारी उपस्थित थे।
