हरक ने वन विभाग में कैडर मैनेजमेंट में अनियमितता पर जताई नाराजगी

देहरादून। वन मंत्री हरक सिंह रावत ने वन विभाग में कैडर मैनेजमेंट में अनियमितता पर नाराजगी जताई है। उन्होंने इस बात पर अचरज जताया कि 35 साल की सेवा में भी रेंजरों को पद्दोन्नति के अवसर नहीं मिल रहे हैं। हरक सिंह रावत ने कहा कि यह प्राकृतिक न्याय नहीं है। हरक सिंह रावत ने विधासभा सभाकक्ष में वन क्षेत्राधिकारी और वन विकास निगम के स्केलर संघ की मांगों के सम्बन्ध बैठक की। संघ ने मांग रखी कि उन्हें भी प्रमोशन का अवसर मिले। बताया गया कि राष्ट्रीय वन आयोग की सिफारिश के आधार पर 2013 में प्रमुख सचिव वन ने सहमति व्यक्त की थी। बैठक में निर्णय लिया गया कि इस संस्तुति को वित्त और कार्मिक की सहमति से लागू किया जाएगा। पांच साल से रेंज अफसरों की फाइल लंबित पड़ी होने पर वन मंत्री ने अधिकारियों के रवैये पर ऐतराज जताया। उन्होंने कहा कि एसी कमरों में बैठने वाले अधिकारियों फील्ड कर्मचारियों की पीड़ा को समझनी चाहिए। संघ ने बताया कि वन विकास निगम में 8700 ग्रेड पे पर एसीएफ और डीएलएम, स्केलर को एक स्केल दिया गया था। वित्त विभाग के आदेश के आधार पर यह स्केल दिया गया था लेकिन ये आदेश त्रुटिपूर्ण था। इस आदेश में यह स्पष्ट नहीं था कि 8700 ग्रेड पे का पद मैरिट के आधार पर होगा या वरिष्ठता के आधार पर। बैठक में इस आदेश को तत्काल प्रभाव से स्थगित कर दिया गया। यह आदेश, समीक्षा के लिए फिर बोर्ड में लाया जाएगा। बैठख में अपर मुख्य सचिव डॉक्टर रणवीर सिंह, सचिव अरविन्द ह्यांकी, प्रमुख वन संरक्षक जयराज सहित वरिष्ठ अधिकारी उपस्थित थे।
